Ambassador Endara holds a Bachelor's degree in Law from the Universidad Mayor de San Andrés.

He also holds a Master’s degree in International Business from the University of Rey Juan Carlos and in International Negotiations from the University of Barcelona. He also obtained a Diploma of Advanced Studies in International Law and International Relations at the Autonomous University of Madrid. He is currently a PhD candidate in International Law and International Relations from the Autonomous University of Madrid. He also completed postgraduate studies in Tax Law.

As regards his professional experience, he worked in the Department of Tourism of the Prefecture of La Paz; he was in charge of providing Legal Advice to Immigrants in the NGO Proyecto Cultura y Solidaridad in Madrid, Spain; and since 2006, he held the following positions in the Ministry of Foreign Affairs of the Plurinational State of Bolivia: Specialist Consultant in Dispute Resolution, Head of the Bilateral Agreements and Trade Issues Unit, Head of the Project Management Unit of International Cooperation, Head of the International Economic Law Unit, Director General of Integration and Economic Cooperation, Vice-Minister of Foreign Trade and Integration, and Director General at the General Secretariat of the Andean Community (CAN).

In the field of teaching, Ambassador Endara is a tenured professor of undergraduate and graduate courses in the Chair of Public and Private International Law at the Universidad Mayor de San Andrés in La Paz and the Simón Bolívar Andean University (UASB).
