Introduction
The Latin American Council is the highest decision-making body of SELA, made up of one representative of each Member State. It meets annually and is in charge of establishing the general policies of the organisation.
The sessions of the XLVIII Regular Meeting of the Latin American Council of SELA will be held at the headquarters of the Permanent Secretariat, both in person and virtually.
The Preparatory Stage will take place on Tuesday, 29 November at 11:00 a.m. and the Ministerial Meeting on 30 November at 11:00 a.m. (Venezuelan time).

Agenda
ITEM I. THEMES OF THE XLVIII REGULAR MEETING OF THE LATIN AMERICAN COUNCIL
Pursuant to Article 22 of the Regulations of the Latin American Council, the Annotated agenda and themes for work of the “XLVIII Regular Meeting of the Latin American Council” (SP/CL/XLVIII.O/DT Nº 2-22) will be submitted for consideration and approval of the delegations. The approved agenda will be discussed.
ITEM II. ANNUAL REPORT OF THE PERMANENT SECRETARIAT
The Permanent Secretariat will present the “Forty-sixth Annual Report of the Permanent Secretariat” (SP/CL/XLVIII.O/DT Nº 3-22) corresponding to the activities carried out since the last Regular Meeting of the Latin American Council until this date.
ITEM III. UPDATED WORK PROGRAMME FOR 2022-2026
The Permanent Secretariat will bring forward the updated Work Programme for 2022-2026, with a focus on activities for 2023 (SP/CL/XLVIII.O/DT No. 4-22).
ITEM IV. BUDGET OF THE PERMANENT SECRETARIAT FOR 2023
The Permanent Secretariat will present the "Draft Administrative Budget of the Permanent Secretariat for the year 2023" (SP/CL/XLVIII.O/DT No. 5-22) and its rationale.
ITEM V. ADMINISTRATIVE AND INSTITUTIONAL MATTERS
The Permanent Secretariat will bring forward the Audit Report on the Financial Statements of the Permanent Secretariat and the Proposed Audit for Fiscal Year 2022.

The Permanent Secretariat will present the Audit Report on the Financial Statements of the Permanent Secretariat for 2021.
Proposed Audit for Fiscal Year 2022:
The Permanent Secretariat will present the Proposed Audit for Fiscal Year 2022.
ITEM VI. OTHER MATTERS
Election of the new Bureau
The new Bureau is elected for the period 2022-2023, which will take office at the close of the present Regular Meeting of the Latin American Council.
