Background

 

Relations of LAC countries with the European Union (EU) are of the utmost importance in view of their weight in commercial, financial and political terms, as well as the leadership that the European block has in several forums for debate and negotiation of key issues in the international agenda. The regional meeting held at the Permanent Secretariat in February 2006 evaluated the status of biregional relations, prior to the IV EU-LAC Summit, held in May 2006 (Vienna).

 

Participants in that meeting recognized, among other things, that:

 

  1. In order to give new impulse to biregional relations, the region needs to make great efforts to become a well-organized interlocutor vis-à-vis the EU.

  2. It is absolutely necessary to discuss and design a Latin American and Caribbean strategy for relations with the EU. It is necessary for Latin America and the Caribbean to analyze and adopt common positions to speak with a single voice vis-à-vis the European Union.

  3. It is possible to reach common positions in spite of the existing heterogeneous economic conditions of Latin American and Caribbean countries, as reflected in their dissimilar patterns for international economic insertion and their different interests as regards their relations with Europe. As the European experience has shown, recognizing such differences within the same region is the first step to adopting common positions and strategies.

 

The representatives of SELA’s Member States who participated in the regional meeting of March 2006 took note with interest of the analysis of the results of the Vienna EU-LAC Summit and the European strategy for cooperation for the period 2007-2013, which the Permanent Secretariat would start to prepare in the last quarter of 2006. Furthermore, they agreed that the Permanent Secretariat should convene a regional meeting to follow up and deepen the analysis of key issues concerning biregional relations after the Vienna Summit.

 

In accordance with this mandate, the Permanent Secretariat has convened the Regional Seminary on Economic Relations between the European Union and Latin America and the Caribbean, to be held in Caracas on 26 February 2007. The debates at the seminar will be based on the document “From Vienna to Lima: Follow-up to the economic and cooperation relations between the European Union and Latin America and the Caribbean”, which was prepared by SELA in late 2006.

Objectives:

  1. To conduct an analysis of the main results of the IV EU-LAC Summit and their possible implications for the economic cooperation relations between the two regions.

  2. To associate the analysis mentioned above with the EU’s foreign cooperation strategy for the period 2007-2013, as adopted by the European Commission late last year.

  3. To propose possible joint actions to the Member States of SELA, with a view to preparing the region for the next EU-LAC Summit, to be held in Lima in 2008.
