Background

 

The Work Programme of the Permanent Secretariat of SELA for 2007, approved by consensus by the Member States, foresees a follow-up to the status of the relations between Latin America and the Caribbean (LAC) and the European Union (EU), as part of the evaluation of the results of the IV bi-regional Summit that took place in Vienna (May 2006) and in preparation for the Summit of Lima scheduled for 2008. Accordingly, in February 2007, a regional seminar was conducted on the economic relations between the two regions, in which the Permanent Secretariat of SELA made an analysis for its States Members on the main results of the IV LAC-EU Summit and the general principles of the EU’s strategy for external cooperation for the period 2007-2013. Participants in the seminar also discussed some fundamental guidelines for a possible methodological proposal aimed at preparing Latin America and Caribbean representatives for the next biregional Summit. As a result of the conclusions and recommendations approved in this event organized by SELA, strides were made with the work to support the Peruvian authorities with the process of preparation of our region for the next LAC-EU Summit.

 

In conversations held in Lima with delegates of Latin America and the Caribbean who attended the XXII LAC-EU Meeting of High-Level Officials, participants deemed it convenient to continue debates on the various perceptions and proposals in Latin America and the Caribbean as regards the attainment of some basic consensuses in the region, that allow it to improve its position vis-à-vis the European Union.

 

As part of this, the Member States of SELA approved in the XXXIII Regular Meeting of the Latin American Council (Caracas, 26 to 28 November 2007) the conduction of a regional meeting in the headquarters of SELA in order to reach a consensus among participants on some recommendations on general issues of interest for Latin American and Caribbean countries as regards their relations with the EU (including: a possible view reached by consensus on “social cohesion”, the main demands that could be made to the EU for supporting the fight against poverty and social exclusion in the region, and the possible inclusion of European support in the area of financing for development to LAC countries, among others).

Objectives

  1. To propose the Member States of SELA some elements for the adoption of a common regional position – a fundamental factor for success in the next LAC-EU Summit, to be held in Lima in 2008.

  2. To review the different approaches and perceptions among subregional groups (SICA, CARICOM, MERCOSUR and Andean Community) and other regional organizations (ECLAC, ALADI, ACS) on relations with EU and the results that could be expected from the upcoming bi-regional Summit.

  3. To draft a brief document summarizing the main elements for consensus which could contribute to approve, during the Lima Summit, a biregional programme for supporting the fight against poverty and the efforts to achieve social inclusion in Latin America and the Caribbean. Such document would be sent to the authorities of the Peruvian Ministry of Foreign Affairs in charge of the preparation for the V LAC-EU Summit.

Official Foreign Exchange Rate

 

The local currency redenomination process came into force on 1 January 2008, therefore, all amounts presented will be expressed in "Bolivares Fuertes" or "Strong Bolivars" which is equivalent to US$ 2.15 per dollar.  

 

It should be highlighted that, as set out in the Official Gazette of the Bolivarian Republic of Venezuela No. 38.272, the “Law against Illegal Exchange” came into force on 14 October 2005.

Transport

 

The cost for the taxi service from the International Simón Bolívar Airport, Maiquetía, to Caracas and vice versa, is approximately Bs.F. 120,00 by way (equivalent to US$ 56.00 approximately), payable in national currency (Strong Bolivars).

 

There are buses, nevertheless it is recommended to hire the cabs attached to the Airport which are duly identified. Authorized cabs can be easily identified since their colours are black with yellow logotypes printed on the doors. They can be hired after leaving the building of the airport terminal.

Except for special cases, currently, entry into Venezuela of all nationalities is allowed. Nevertheless, for security purposes, it is recommended that information on migration for entry into the Bolivarian Republic of Venezuela should be consulted previously by contacting the Embassies of Venezuela in the countries of origin or downloading the Web site of the Ministry of Foreign Affairs:
