Justification
In view of both
internal and external financial restrictions faced by most of the countries of
Latin America and the Caribbean, and since the main sources of international
financing which could support cooperation actions are giving priority to other
geographical regions and imposing tough conditions, it is quite significant to
strengthen management capacities of national focal points for cooperation in the
region for designing, executing, following-up, evaluating and monitoring
projects and initiatives for economic and social development.
This initiative
forms part of the project Strengthening South-South Cooperation for Economic and
Social Integration, with the co-sponsoring of the Perez-Guerrero Trust Fund (PGTF).
It involves officials in charge of cooperation in countries of Africa and Asia
which are members of the UNDP Unit for South-South Cooperation.
Both
organizations share the objective of promoting the skills of officials in charge
of international cooperation in designing and implementing projects and the
various technical and methodological tools used by bilateral agencies offering
support to cooperation.

Objectives
According to its
mandate to serve as a forum for consultation, coordination and cooperation, SELA
supports and strengthen the technical and professional training of national
focal points in charge of cooperation in Member States, by updating the concepts
and technological tools necessary for designing, implementing, following up,
evaluating and monitoring projects, programmes and initiatives for economic and
social development.
In order to
promote actions to strengthen South-South Cooperation, SELA, in its capacity as
regional focal point for cooperation in Latin America and the Caribbean, expects
to count on the participation in the workshop of the extra-regional counterparts
responsible for cooperation in Asia and Africa.
Similarly, SELA
expects officials to exchange successful ideas and experiences as regards
South-South Cooperation, particularly those concerning economic and social
development which are financed through bilateral international cooperation, so
as to enhance knowledge about such bilateral sources of cooperation.

International Cooperation for Latin America and the Caribbean will be
Spanish and English. There will be simultaneous interpretation.

Convocation to
this Updating Workshop for National Focal Points in Charge of International
Cooperation for Latin America and the Caribbean is exclusively
for a reduced number of officials of the agencies and international cooperation
directions of the 26 Member States of SELA, and representatives of selected
institutions in charge of international cooperation of countries in Asia and
Africa which are members of the G-77.
Admission is
closed, with limited and restricted access. The public will not be
allowed to participate in the event.
