Background

 

The Work Programme of the Permanent Secretariat of SELA for 2007 – approved by consensus by the Member States during the latest Latin American Council – foresees the organization of a meeting of experts with the participation of representatives of regional organizations and of the Member States of SELA in order to make an analysis of the central aspects and the different views existing in our region as regards the central aspects and the different views of trade policies, trade negotiations and their relation with the future of regional integration.

 

It should be noted that the two previous regional meetings – which were also foreseen in the Work Programme of the Permanent Secretariat of SELA – made emphasis on the fact that there are different views and strategies in the region as regards integration and trade policies in general. To a great extent, this has increased complexity – as well as uncertainty – for many integration initiatives underway. For this reason, the Permanent Secretariat has been called upon to make efforts in order to identify those elements and principles that are common to all the countries of the region, so as to make strides towards economic and social development in Latin American and Caribbean countries.

Objectives

 

The objectives of the aforementioned meeting are: 

  1. To hold debates on the implications that the commitments assumed within the framework of the World Trade Organization (WTO), and the multilateral regulations that are likely to be derived from the hypothetical conclusion of the Doha Round for Development, might have on the regional economic integration groups and efforts in Latin America and the Caribbean.

  2.  To review the various approaches and views of subregional groups (such as SICA, CARICOM, MERCOSUR and the Andean Community) and regional organizations (ECLAC, ALADI), as well as some countries of the region, on the implications that trade negotiations with third countries or groups of countries (FTAs with extra-regional counterparts) could have on regional integration commitments in Latin America and the Caribbean.

  3.  To prepare a summary of the main elements for consensus as a contribution for the debates of the forum on the challenges of integration in Latin America and the Caribbean, which will take place during the next Latin American Council of SELA.

Official Foreign Exchange Rate

 

In accordance with Exchange Agreement No. 2, published in the Official Gazette of the Bolivarian Republic of Venezuela of 2 March 2005, the current official exchange rate is Bs. 2,144.50 to the American Dollar (US$), and the selling price, is Bs. 2,150.00. This modification of the official exchange rate came into effect on 3 March 2005.

 

It should be highlighted that, as set out in the Official Gazette of the Bolivarian Republic of Venezuela No. 38.272, the “Law against Illegal Exchange” came into force on 14 October 2005.

Transport

 

The cost for the taxi service from the International Simón Bolívar Airport, Maiquetía, to Caracas and vice versa, is approximately Bs. 120,000.00 by way (equivalent to US$ 56.00 approximately), payable in national currency (Bolivars).

 

There are buses, nevertheless it is recommended to hire the cabs attached to the Airport which are duly identified. Authorized cabs can be easily identified since their colours are black with yellow logotypes printed on the doors. They can be hired after leaving the building of the airport terminal.

Migration Information for Entering Venezuela

 

Except for special cases, currently, entry into Venezuela of all nationalities is allowed. Nevertheless, for security purposes, it is recommended that information on migration for entry into the Bolivarian Republic of Venezuela should be consulted previously by contacting the Embassies of Venezuela in the countries of origin or downloading the Web site of the Ministry of Foreign Affairs:
