Background
Since 2006,
SELA’s 26 States Members have authorized the Permanent Secretariat, during the
Latin American Councils, to carry out projects and activities on social issues,
with particular emphasis on the Social Dimension of Integration.
In compliance
with the Work Programme, in August 2007, an analysis was conducted and a
Regional Meeting was held on this important subject.
As part of the
conclusions and recommendations (SP/RR-DSIALC/DT
N° 3-07) SELA – along with other regional organizations and agencies – was
called upon to promote debates and coordinate initiatives and proposals
concerning social aspects for integration. Thus, in its capacity as a forum for
consultation and coordination, SELA expects to deepen analyses and contribute to
draft a social agenda reached by consensus at the regional level.

Objectives
The actions
required to deal with the issue of Social Dimension of the regional integration
process should be of an inter-sectoral and inter-institutional nature. They
should pursue gradual social inclusion and equity in Latin America and the
Caribbean.

To dynamize
the continuous exchange of information and experiences as regards
development among the Member States of SELA and the regional integration
schemes in Latin America and the Caribbean, with emphasis on social aspects.

To continue
with analyses of the social dimension of integration based on the exchange
of concrete experiences among the Andean Community, CARICOM, MERCOSUR, SICA
and UNASUR, with the subsequent incorporation of other, recently-created,
regional mechanisms and initiatives, such as the Bolivarian Alternative for
the Americas (ALBA).

To promote
dialogue among various regional integration schemes, international
organizations with mandates related to social development, as well as
governmental and non-governmental regional agencies dealing with issues such
as health, education, housing and employment.
The conclusions and recommendations stemming from
this Regional Seminar for Consultation with social organizations and consulting
entities of subregional integration schemes, supported by international
organizations specialized in health, education, housing and employment will be
submitted for consideration of the upcoming Regional Meeting on Social Dimension
of Integration in Latin America and the Caribbean, scheduled to be held on 18
July 2008, with the participation of SELA’s Member States. The Regional Meeting
is also foreseen in the Programme Work for the year 2008.

Documents
According to
Project I.2 of its Work Programme, “Social Dimension of integration in Latin
America and the Caribbean”, the Permanent Secretariat should conduct an
analytical study proposing some viable initiatives to deal with the issue of
social dimension of integration in Latin America and the Caribbean. The purpose
is to make strides towards a possible regional agenda, reached by consensus, on
this subject, particularly in the areas of health, education, housing and
employment.
The
Permanent Secretariat of SELA will publish the base document that will be
distributed among participants at:
http://www.sela.org/sela/dimension_social_e.asp.
International and the subregional schemes, as well
as social organizations can also make written contributions to enrich the
debates during the Seminar.
Users will
be able to access all the materials and documents related to the Regional
Seminar, as well as its conclusions at SELA’s Web site.
The Permanent Secretariat of SELA will prepare a
final report with the conclusions and recommendations stemming from the seminar,
which be subsequently used as input for the Regional Meeting with the 26 States
Members, scheduled to be held as follows, on 18 July 2008.

Official
Foreign Exchange Rate
The local currency
redenomination came into force on 1 January 2008. Therefore, all amounts
presented will be expressed in "Bolívares Fuertes" or "Strong Bolivars" (Bs.F).
The foreign
exchange control regime has been in effect in Venezuela since 2003. (See
http://www.cadivi.gob.ve/). The official exchange rate is Bs.F 2.15 per
US$ 1.00 (US dollar). As set out in the Official Gazette of the Bolivarian
Republic of Venezuela No. 38.272, the “Law against Illegal Exchange” came into
force on 14 October 2005.

The official
languages of this Regional Seminar will be Spanish and English. There will be
simultaneous interpretation

Transport
For
transport from the Airport from the International “Simón Bolívar”
Airport in Maiquetía to Caracas, there is an authorized taxi service at
the exit of the airport terminal. Authorized cabs can be easily
identified since their colours are black with yellow logotypes printed
on the doors.
This authorized
taxi service has a cost of approximately Bs.F. 120.00 per travel (equivalent to
about US$ 56.00, according to the official exchange rate of Bs.F 2.15 per US$),
payable in national currency (Strong Bolivars).
For your own
security, the coordinators of the Regional Seminar recommend you to EXCLUSIVELY
use this taxi service. It is possible, upon request, to provide you support in
order to reserve in advance such taxi service from the airport.

Migration Information for
Entering Venezuela
Except for special
cases, currently, entry into the Bolivarian Republic of Venezuela of tourists of
almost all nationalities is allowed. Nevertheless, visas are required for some
of them.

previously by contacting the Embassies and / or Consulates of Venezuela in the
