XXXIII Regular Meeting of the Latin American Council Caracas, Venezuela 26 to 28 November 2007

PART I
The sessions of the XXXIII Regular Meeting of the Latin American Council of SELA will be held in Caracas, Venezuela, in the headquarters of the Permanent Secretariat, at Av. Francisco de Miranda, Torre Europa, Fifth Floor, Campo Alegre. The Preparatory Stage will take place on 26 and 27 November and the Ministerial Stage on 27 and 28 November 2007.
ITEM I. ORGANIZATION OF WORK
An informal meeting with the Heads of Delegations will take place, prior to the opening of the Preparatory Stage, with a view to:
In accordance with Article 22 of the Regulations, the Latin American Council should approve the Agenda. Once the Bureau has been elected, the Latin American Council should consider the proposed Organization of Work (Part II of this document) and the Provisional Agenda (SP/CL/XXXIII.O/DT Nº 1-07), during its first work session.
ITEM II. DISCUSSION FORUM: “THE CHALLENGES OF INTEGRATION AND COOPERATION IN LATIN AMERICA AND THE CARIBBEAN: THE ROLE OF SELA”
On Tuesday 27 in the afternoon, a Discussion Forum will be held to consider “the Challenges of Integration and Cooperation in Latin America and the Caribbean: The Role of SELA”. This activity, which forms part of the opening session of the Ministerial Stage, will count on the participation of renowned personalities in Latin America and the Caribbean.
The presentations delivered by the Ministers and Heads of Delegations and the subsequent debates will serve as a basis for outlining strategic guidelines for the future work of this important regional organization.
ITEM III. ANNUAL REPORT OF THE PERMANENT SECRETARIAT
The Permanent Secretary will submit the following document to the Latin American Council: “Thirty-First Annual Report of the Permanent Secretariat” (SP/CL/XXXII.O/DT Nº 3-07), detailing the activities carried out since the XXXII Regular Meeting to date.
ITEM IV. WORK PROGRAMME FOR THE YEAR 2008
The Permanent Secretariat will submit the “Draft Work Programme for the year 2008” (SP/CL/XXXIII.O/DT Nº 4-07) for consideration of the Latin American Council. In accordance with the provisions set forth in Decision Nº 440, the Draft Work Programme comprises the projects and activities proposed for each one of the three following areas of work: (1) intra-regional relations; (2) technical and economic cooperation; and (3) extra-regional relations.
ITEM V. BUDGET OF THE PERMANENT SECRETARIAT FOR THE YEAR 2008
The Permanent Secretariat will submit the “Draft Administrative Budget of the Permanent Secretariat for the year 2008” (SP/CL/XXXIII.O/DT Nº 5-07) for consideration of the Latin American Council, along with its corresponding explanatory preamble.
ITEM VI. INSTITUTIONAL AND ADMINISTRATIVE MATTERS
The Permanent Secretariat will submit the following documents to the Latin American Council:
1. Institutional Matters:
1.1 Election of Members of the Administrative Tribunal of SELA
The Latin American Council will proceed with the “Election of Members of the Administrative Tribunal of SELA”. Document SP/CL/XXXIII.O/DT Nº 6-07 will be submitted for that purpose.
2. Administrative Matters:
2.1 Audit Report on the Financial Statements of the Permanent Secretariat at 31 December 2006.
The Permanent Secretariat will submit the “Audit Report on the Financial Statements of the Permanent Secretariat at 31 December 2006” (SP/CL/XXXIII.O/DT Nº 7-07) for consideration of the Latin American Council.
2.2 Audit Proposal for the year 2007
The Permanent Secretariat will submit the “Audit Proposal for the year 2007” (SP/CL/XXXIII.O/DT Nº 8-07) for consideration of the Latin American Council.
ITEM VII. ELECTION OF THE NEW PERMANENT SECRETARY
Pursuant to the provisions set forth in Article 15, paragraph 2), and Article 17, paragraph b) of the Panama Convention, the Latin American Council shall consider the election of the Permanent Secretary. The following document will be submitted for that purpose: “Election of the Permanent Secretary” (SP/CL/XXXIII.O/DT N° 9-07).
ITEM VIII. OTHER MATTERS
As customary, this item is open in order to consider those initiatives that the Delegations of the Member States might propose.
