Background
The Permanent
Secretariat intends to promote the processes to build knowledge and information
society in Latin America and the Caribbean, as a key element for the development
strategies of the countries of the region. This effort involves two closely
related elements: a socio-political element and an organizational element
associated with institutional development. The socio-political aspect is
expressed within the context of technical cooperation and the regional
integration plans in which SELA could make a contribution in order to accomplish
the goals set out in the Regional Action Plan for Information Society in Latin
America and the Caribbean, eLAC 2007.
At present, the
agenda related to organizational order involves social participation, as well as
economic, cultural, political, educational, organizational and institutional
development processes, which are closely related to the transfer and intensive
use of information and knowledge through inter-institutional networks and
synergies based on Information and Communication Technology (ICT).
This Regional
Seminar is being held to comply with two projects foreseen in the Work Programme
of the Permanent Secretariat of SELA for 2007, namely: Project 1.3, Information,
knowledge and ICT for development and integration in Latin America and the
Caribbean; and Project 2.2, Employment and micro-, small- and medium-sized
enterprises – IBERPYME Programme. The Seminar also contributes to strengthen the
relation between the elements mentioned above and to partially accomplish the
objectives set out in the Regional Action Plan eLAC 2007 – particularly,
objectives 11.1 (Promotion of Networks) and 12 (ICT and SME).
The Regional
Seminar – to be held with the support of the Economic Commission for Latin
America and the Caribbean (ECLAC), the SELA-IBERPYME Programme, the Andean
Development Corporation (CAF) and the Banco Central de Venezuela (BCV) – is in line with the common interest of promoting
exchanges of experiences, information projects and ICT in order to systematize
and disseminate information about them in the region. For this purpose, its
conclusions and recommendations will be submitted by the Permanent Secretariat
of SELA to the High-Level Meeting for Evaluation of the Regional Action Plan
eLAC 2007, scheduled to be held in El Salvador, in November 2007.

Objectives
1. To
underscore the value and significance of relations among Society, the States and
Enterprises in the design and implementation of public policies in the area of
management of technologies and innovation in Latin America and the Caribbean.
2. Based on a
dynamic and interactive debate among the most relevant actors in terms of their
experiences, to identify and analyze the most remarkable trends in the design,
implementation and impact of national and regional public policies, as well as
the programmes being conducted in the region in the area of Information and
Communications Technology for the development of SME and Social Economy
Enterprises.
3. To promote
an exchange of experiences among the governments of Latin America and the
Caribbean, as well as intra-regional cooperation, with a view to strengthening
national capacities as regards management of public policies for the development
of SMEs and Social Economy Enterprises in Latin America and the Caribbean,
within the framework of the Regional Action Plan for Information Society in
Latin America and the Caribbean, eLAC 2007.
