Background
In the year 2007, SELA held the First Regional
Meeting on Social Dimension of Integration in Latin America and the Caribbean,
to deal with this significant area of the process of integration. On that
occasion, the state of this problem had been examined with the Member States, in
order to discover relevant limitations and necessities.
With regard to the conclusions of the
above-mentioned regional meeting in Latin America and the Caribbean, multiple
interpretations coexist on the meaning of development, integration, social
dimension of integration; and social inclusion. The Member States recommended
SELA to find common points so as to contribute towards the advancement of
regional unity in the midst of the variety which characterizes it.
From the revision carried out, it has been decided
that it is necessary to achieve social dimension and other ambits of integration
process. This requires sustained actions to be carried out jointly in the
medium- and long-term, among the countries, social organizations existing in the
region and subregional integration organizations.
The Permanent Secretariat of SELA is aware that to
become involved in the causes of accumulated social backwardness and at the same
time, evident limitations in efforts of integration, would demand regional
actions and commitments of all sectors from the national and regional areas.
SELA’s challenge consists of encompassing different
perspectives on social aspects for consensus; education, health, housing and
employment. Likewise, to facilitate the exchange of experiences among countries
and integration schemes in the region, and at the same time, to assist with the
design and application of initiatives with a regional scope, which could be used
as tools for advancing in terms of social development.

Objectives
With the
purpose of examining these social areas: education, health, housing and
employment, the II Regional Meeting on Social Dimension of Integration in
Latin America and the Caribbean will take place in Caracas, with the
participation of representatives from Member States, representatives from
different subregional integration organizations and regional delegates of
specialized entities working on these topics.
In this regard,
the meeting will take due account of the conclusions and recommendations
emanating from the Seminar on Regional Consultation on this issue, to be held on
16 and 17 July 2008 with the participation of social organizations of the
region.

As set out in
Project 1.2 “Social Dimension of Integration in Latin America and the
Caribbean” the Permanent Secretariat would carry out a study with some
viable initiatives to deal with social dimension in Latin America and the

preparation of a regional agenda by consensus on the topic, particularly in the
areas of health, education, housing and employment.
The Permanent
Secretariat of SELA would submit for consideration the initial document
previously forwarded to participants and published in:
http://www.sela.org/sela/II-RR-Dimension_Social08_e.asp

States of SELA, international organizations and participating subregional
schemes of integration, could also make written contributions to improve on
deliberations in the Seminar.
It will be
possible to have access to all materials and documents presented, as well as the
results from this Regional Seminar, by downloading the SELA portal.
