This document, coordinated by IDEA International under commission from the Pro-Tempore Secretariat of the Group of Rio, acknowledges that while Latin America is experiencing the longest, most profound and comprehensive democratization period in history, its political parties are facing, simultaneously, growing disaffection from the people. This prestigious organization presents an analysis of this phenomenon, as well as a number of proposals aimed at assisting our region in consolidating governance and democracy's legitimacy.

One of the issues analyzed at the XVII Summit of Heads of State and Government of the Group of Rio was the role political parties play in our countries. As a contribution to the debates, Uruguay's Delegation presented this basically conceptual document on political parties, democracy, governance and society's relation to these concepts.

The Metaphysical Ambivalence of Power

The world is undergoing such radical changes that it is becoming a place few of us understand. In the opinion of this article's author, the transitions experienced by the notion of power are at the root of this crisis. Power, he argues, has ceased to be a relation between people or institutions to become a reality in itself, an Absolute. This new Power, which can be embodied by a political party, an ideology, a tyrant or a large enterprise's manager, is no longer an effect but rather the cause of the social reality of the world we are living in.

Central America: Elements for a Trade Negotiations Strategy
This document suggests some elements that could contribute to the adoption of an operative strategy for Central America-USA negotiations on a free trade area agreement. Besides analyzing the issues that affect the negotiations, principally the asymmetries that exist between the economies of the countries involved, the author identifies some mechanisms for the application of the Special and Differential Treatment (SDT) that could benefit Central American countries.

The asymmetry in the economies and development levels of the different countries is one of the most complex issues on the current trade negotiations agenda and one of particular relevance for the countries of LAC. This document presents some considerations that could prove useful in the definition of a needed regional negotiating strategy vis-à-vis developed countries.


Proposals for a Regional Integration Articulation and Convergence Program

Lately, Latin America and the Caribbean's integration efforts have acquired renewed dynamism. Nevertheless, less emphasis is being placed on achieving a concerted regional position. This has negatively affected our countries' negotiating capacity at a time when they are participating in several sub-regional, hemispheric and multilateral negotiations. This is why regional integration must be stimulated again and, to this end, the convergence and articulation of existing projects should be sought in order to achieve in the future a real and effective Latin American and Caribbean union.
