Pro-Tempore Secretariat of the Group of Rio, acknowledges that while Latin America is
experiencing the longest, most profound and comprehensive democratization period in
history, its political parties are facing, simultaneously, growing disaffection from the
people. This prestigious organization presents an analysis of this phenomenon, as well as
a number of proposals aimed at assisting our region in consolidating governance and
democracy's legitimacy.

understand. In the opinion of this article's author, the transitions experienced by the
notion of power are at the root of this crisis. Power, he argues, has ceased to be a

strategy for Central America-USA negotiations on a free trade area agreement. Besides

Lately, Latin America and the Caribbean's integration efforts have acquired renewed
dynamism. Nevertheless, less emphasis is being placed on achieving a concerted regional
position. This has negatively affected our countries' negotiating capacity at a time when
they are participating in several sub-regional, hemispheric and multilateral negotiations.
This is why regional integration must be stimulated again and, to this end, the
convergence and articulation of existing projects should be sought in order to achieve in
the future a real and effective Latin American and Caribbean union.
