PART I
ANNOTATED PROVISIONAL AGENDA
The XXXI Regular Meeting of the Latin American Council of SELA will be held
in Caracas, Venezuela, at the SELA Permanent Secretariat headquarters
located at Francisco de Miranda Ave., Torre Europa, Fifth Floor, Campo
Alegre. The Preparatory Meeting will take place on 21 and 22 November and
the Ministerial Meeting on 22 and 23 November 2005.
ITEM I. ORGANIZATION OF WORK
An informal meeting of Heads of Delegations will take place prior to the
inauguration
of the Preparatory Meeting, with a view to:
a) Consultations on the election of the members of the Bureau: Chairman of
the Council, First Vice Chairman, Second Vice Chairman and Rapporteur.
b) Consideration of the Draft Organization of Work of the Meeting.
c) Approval of the Agenda for the Preparatory Meeting.
In accordance with Article 22 of the Regulations, the Latin American Council
should approve the Agenda. Once the Bureau has been elected, the Latin
American Council should consider the proposed Organization of Work (Part II
of this document) and the Provisional Agenda (SP/CL/XXXI.O/DT Nº 1-05),
during its first plenary session.
ITEM II. ANNUAL REPORT OF THE PERMANENT SECRETARIAT
The Permanent Secretary will submit the following document to the Latin
American Council: “Twenty-Ninth Annual Report of the Permanent Secretariat”
(SP/CL/XXXI.O/DT Nº 3-05/Rev.1), corresponding to the activities carried out since
the XXX Regular Meeting
to date.
ITEM III. FINANCIAL SITUATION OF THE PERMANENT SECRETARIAT
AND PROPOSAL FOR ITS NORMALIZATION
The Permanent Secretary will submit an updated account statement of the
financial situation of the Permanent Secretariat, as a follow-up to the
reports previously submitted to the representatives of the Member States and
to the Informal Working Group (SP/CL/XXXI.O/DT Nº 10-05/Rev.1).
ITEM IV.
WORK PROGRAMME FOR THE YEAR 2006
The Permanent Secretariat will submit the “Draft Work Programme for the year
2006” (SP/CL/XXXI.O/DT Nº 4-05) for consideration of the Latin American
Council. In accordance with the provisions set forth in Decision Nº 440, the
Draft Work Programme comprises the projects and activities proposed in each
one of the three following areas of work: (1) intra-regional relations; (2)
technical and economic cooperation; and (3) extra-regional relations.
ITEM V
BUDGET OF THE PERMANENT SECRETARIAT FOR THE YEAR 2006
The Permanent Secretariat will submit the “Draft Administrative Budget of
the Permanent Secretariat for the year 2006” (SP/CL/XXXI.O/DT Nº 5-05) for
consideration of the Latin American Council, along with its corresponding
explanatory preamble.
ITEM VI
RESTRUCTURING OF THE PERMANENT SECRETARIAT
The Permanent Secretariat will submit the document “Restructuring of the
Permanent Secretariat. Proposed Organizational Structure” (SP/CL/XXXI.O/DT
N° 6-05/Rev.1) for consideration of the Latin American Council, and will inform
the Member States of SELA about the current status of the restructuring
process.
ITEM VII
INSTITUTIONAL AND ADMINISTRATIVE MATTERS
The Permanent Secretariat will submit the following documents to the Latin
American Council:
1. Institutional Matters:
1.1 Election of a Member of the Administrative Tribunal of SELA
The Latin American Council will proceed with the “Election of a Member of
the Administrative Tribunal of SELA”. Document SP/CL/XXXI.O/DT Nº 7-04 will
be submitted for that purpose.
1.2 Adaptation of the name of SELA
As agreed to by the XXX Regular Meeting of the Latin American Council, the
legal study conducted by the Permanent Secretariat on the adaptation of the
name of the Latin American Economic System (SELA) to rename it as Latin
American and Caribbean Economic System (SELAC) (SP/CL/XXXI.O/DT N°.11-05) will be submitted
for consideration of the Council.
2. Administrative Matters:
2.1 Audit Report on the Financial Statements of the Permanent Secretariat
at 31 December 2004.
The Permanent Secretariat will submit the “Audit Report on the Financial
Statements
of the Permanent Secretariat at 31 December 2003” (SP/CL/XXXI.O/DT Nº 8-05)
for consideration of the Latin American Council.
2.2 Audit Proposal for the year 2006
The Permanent Secretariat will submit the “Audit Proposal for the year 2005”
(SP/CL/XXXI.O/DT Nº 9-05) for consideration of the Latin American Council.
