PART I
ANNOTATED PROVISIONAL AGENDA
The sessions of the XXX Regular Meeting of the Latin American Council of SELA will be held
in Caracas, Venezuela, in the headquarters of the Permanent Secretariat, on Av. Francisco
de Miranda, Torre Europa, Fifth Floor, Campo Alegre. The Preparatory Stage will take place
on 22 and 23 November and the Ministerial Stage on 23 and 24 November 2004.
ITEM I. ORGANISATION OF WORKS
An informal meeting with the Heads of Delegations will take place prior to initiation of
activities of the Preparatory Stage, with a view to:
a) Inaugurating the Bureau of Directors: Election of the Chairman of the
Council, First Vice Chairman, Second Vice Chairman and the Rapporteur.
b) Considering the Draft Organisation of Works of the Meeting, which is
included in part II of this document.
c) Approving the Agenda of the Preparatory Stage.
The Latin American Council should approve the Agenda, in compliance with Article 22
of the Regulations. The Latin American Council should consider the "Provisional
Agenda" (SP/CL/XXX.O/DT Nş 1-04) during its first working session.
ITEM II. ANNUAL REPORT OF THE PERMANENT SECRETARIAT
The Permanent Secretary will submit the following document to the Latin American Council:
"Twenty-Eighth Annual Report of the Permanent Secretariat" (SP/CL/XXX.O/DT No.
3-04), corresponding to the activities carried out from the XXIX Regular Meeting
to date.
ITEM III. REPORT OF THE INFORMAL WORKING GROUP
The Chairman of the Informal Working Group will submit a report of the Group's activities
under his Chairmanship.(SP/CL/XXX.O/DT Nş 11-04)
ITEM IV. WORK PROGRAMME FOR THE YEAR 2005
The Permanent Secretariat will submit the "Draft Work Programme for the year
2005" (SP/CL/XXX.O/DT No. 4-04, Rev. 1) to the Latin American Council, for
consideration.
In accordance with the provisions set forth in Decision Nş 440, the Draft Work Programme
comprises three areas of work: (1) intra-regional relations; (2) technical
and economic cooperation; and (3) extra-regional relations.
ITEM V. BUDGET OF THE PERMANENT SECRETARIAT FOR THE YEAR 2005
The Permanent Secretariat will submit a "Draft Administrative Budget of the Permanent
Secretariat for the year 2005" (SP/CL/XXX.O/DT Nş 5-04) to the Latin American
Council, for consideration, along with its corresponding explanatory preamble.
ITEM VI. ACTIVITIES TO CELEBRATE THE 30TH ANNIVERSARY THE SIGNING OFTHE PANAMA
CONVENTION ESTABLISHING SELA.
ITEM VII. SPECIAL FINANCIAL MEASURES
Taking into consideration the serious delays on the part of several Member States in their
payments of annual quotas and the subsequent financial problems faced by the Permanent
Secretariat, it will submit some proposals aimed at normalizing that situation, for
consideration of the Latin American Council. These proposals include: a programme for the
gradual payment of the quotas corresponding to previous years in accordance with the goal
of cancelling the total debt owed to the Permanent Secretariat to date, and the creation
of a special budget whose main purposes would be to update its technological platform and
to implement the restructuring process of SELA, along with a possible incentive programme
to bring payments of the debt corresponding to previous years
up to date (SP/CL/XXX.O/DT 6-04).
ITEM VIII. RESTRUCTURING OF THE PERMANENT SECRETARIAT
The Permanent Secretariat shall submit the document "Proposals for the Restructuring
of the Permanent Secretariat" to the Latin American Council, in accordance with
Decisions 440 and 449 and taking into consideration the activities carried out by the
Informal Working Group in this connection. This document includes the proposal made by the
representatives of the Andean Community countries, the proposal made by the representative
of Panama - which were formally presented at the XXIX Latin American Council in November
2003 - and the proposal submitted by the Permanent Secretariat to the Informal Working
Group and presented for information of the distinguished representatives of the Member
States in June 2004 (SP/CL/XXX.O/DT 10-04).
ITEM IX. INSTITUTIONAL AND ADMINISTRATIVE MATTERS
The Permanent Secretariat will submit the following documents to the Latin American
Council:
1. Institutional Matters:
1.1 Election of a Member of the Administrative Tribunal of SELA
The Latin American Council will proceed with the Election of a Member of the
Administrative Tribunal of SELA. Document SP/CL/XXX.O/DT Nş 7-04 will be submitted for
that purpose.
2. Administrative Matters:
2.1 Auditor's Report of the Financial Statements of the Permanent
Secretariat at 31 December 2003
The Permanent Secretariat will submit the Auditor's Report on the Financial Statements of
the Permanent Secretariat at 31 December 2003 (SP/CL/XXX.O/DT Nş 8-04) for consideration
of the Latin American Council.
2.2 Audit Proposal for 2004
The Permanent Secretariat will submit the Audit Proposal for the year 2004 (SP/CL/XXX.O/DT
Nş 9-04) for consideration of the Latin American Council.
ITEM X. OTHER MATTERS
1. Activities to celebrate the 30th Anniversary the signing of the
Panama Convention Establishing SELA
The 30th Anniversary of the signing of the Panama Convention will be celebrated on 17
October 2005.
The Permanent Secretariat of SELA will submit several proposals on this issue for
consideration of the Latin American Council.
In this regard, the initiatives that the delegations of Member States might propose
will be taken into consideration.
